Getting land rezoned, platted, and approved for the intended use (entitlement) is typically the slowest and riskiest phase of a development project, often taking longer than the physical construction that follows it.
Where the value gets created
Development value comes from turning raw acreage into finished, buildable lots with utilities and road access in place. That's also where the largest capital outlay and risk sit before any of it is recovered.
